Answer

Update the timezone for the client profile to America/New York and print the form with the above template again.

The RN (AC00000001) has a timezone of America/New York on her profile but

the client/patient with AC ID: AC000000002 still has timezone of America/Vancouver.

The template for alayacare.odt is using 'work session start at' and 'work session end at' tags for RN Arrival Time and RN Departure time fields, and these seem to be pulling the timezone available in the client demographics.
