We'd like the ability to specify at a Bill Code level whether we want to bill the client the rate as at the start time of the visit or once a time specific rate rule is reached to pro-rata the billing at that rate or the rate in force at the end time of a visit.
For example, a particular service type has a normal rate until 6:59PM and an after hours rate starts 7:00PM. A visit starts at 6:40PM and ends at 7:40PM, we would like to bill the client 19 minutes at normal rate and 41 minutes at after hours rate for this service/bill code type.
You may also want to consider having a threshold value on this in case a worker clocks out say 5 minutes late but you don't want to charge 5 minutes at the after hours rate.
