What permissions do I need to set for my end users to allow them to change the filters for looks and dashboard reports, but not ALTER the report content (ie remove data, add new data, etc)?

In DE 1.0, our users could not alter the Agency Reports, and had to copy them to their "My Reports" folder to be able to change date filters and content.
