Filter not working

I created a report in our "Client Data" dashboard (Census by Service Category) and added a filter to the service code department name field to show all entries EXCEPT for Supervisory Visits. The report results are still showing Supervisory Visits. See below. No entries for supervisory visits should be showing on the report, only all other service department types.
