add a slight delay to offer SMS & Emails being sent

It would be great if there was a little bit of a lag on offer SMS and emails being sent. we had an error last week where an office admin accidentally assigned the wrong caregiver. She changed it to be the correct caregiver within 1 minute, however, the first caregiver had already received the SMS and email saying that she was assigned to the visit. this caused a lot of confusion when she didn't see it on her schedule! if there was a 1-2 minute delay on sending the SMS & e-mail that certainly would have helped in this situation.
